We know for sure you can use Highland and Foothill stables. You also have to build up your bond with the mount you want to customize. When it's at its maximum, talk to the one feeding the animals. They'll give you the option to change the mane (both style and color), saddle and bridle.

Other things to know about taming horses in Zelda: Breath of the Wild. You can have store up to five horses at a Stable, and summon them from another Stable anywhere in the land.
Just remember that if you leave your horse at the bottom of a cliff, you can just continue your adventure and pick them up at the stables later on. Choose to board them and then just take them straight back out again. If they die though, they'll be very much gone from the stables but never from your heart.

Look around the hill until you find the lone white horse. You'll need a significant amount of stamina before you can ride the white horse. We recommend having at least 2 stamina wheels or drinking Enduring Elixirs.
